Coverage

Paul Hsieh puts it succinctly:
“Coverage” is not the same as actual medical care.
People imagine "having coverage" as having a safety net.

But many universal coverage systems involve waiting lists and rationing. Which means the "safety net" features big gaping holes.

Sometimes when you're on
a real long waiting list,
by the time your turn comes up
you no longer exist.
