This shouldn't be surprising. The New Deal worked out the same way. FDR spent and spent and the Depression lingered and lingered. But his popularity remained high. He gave great speeches.

To paraphrase:

History doesn't repeat itself every time,
but it has a scary tendency to rhyme.
